At present, five ministers have a dozen states under their charge. Mr Azad leading the pack with Karnataka, Tamil Nadu, Orissa and Puducherry. Mr Wasnik is in charge of Delhi and Rajasthan besides the Seva Dal, Mr Chavan has Haryana and Jammu & Kashmir while Mr Narayansamy looks after Chhattisgarh, Arunachal Pradesh, Nagaland and Tripura. While defence minister A K Antony is in charge of Maharashtra, law minister M Veerappa Moily looks after Andhra Pradesh and Assam.
The organisational change will also review all existing departments and cells. Many of those heading or serving as secretaries in these departments and cells have been in their position for a long time. However, there is no clarity whether those serving as secretaries would be promoted or simply moved out. AICC's second rung of the leadership has been hoping that it will have an increased role and responsibility in the party, as it focuses on building its organisation. With the party leadership considering a thorough review, many of these second members hope for that long-pending promotion. Sources said there are about eight secretaries and department heads serving in AICC who are due for a promotion to general secretary. These include Mirza Irshad Beg, Imran Kidwai, R C Khuntia, Praveen Davar, Mabel Rebello, Nirmal Khatri and Jai Kishen. Many of them have been in their current capacity since the mid-eighties and some of them have been part of the party's youth wing -- the Indian Youth Congress.
