Cabinet Reshuffle May See Seven New Faces

The much-awaited Cabinet reshuffle of UPA-II is likely to be during the period between Prime Minister Manmohan Singh's return from the G-20 summit in Toronto after June 28 and the Monsoon session of Parliament, expected to start sometime in mid-July.

The Government is exploring the possibility of inducting as many as seven new faces, with four vacancies existing and three present incumbents likely to be assigned organisational responsibilities. Singh is scheduled to leave for the G-20 summit on June 24 and return by month-end.

According to the Constitution's 91st amendment, the total number of Ministers ought to be 81 (15 per cent of the total number of members in the Lok Sabha). After the elevation of Meira Kumar as Lok Sabha Speaker and the exit of Shashi Tharoor from the Council of Ministers over the controversial IPL bid for the Kochi team, the Manmohan Singh Government presently has 77 Ministers.

With three more Ministers -- Shipping Minister GK Vasan, Overseas Indian Affairs Minister Vyalar Ravi and Minister of State for Home Affairs Ajay Maken -- expressing their intent of looking after the party's organisational affairs, there would be a scope for seven new faces in the Government.

While Vasan is eager to return to Tamil Nadu as the Pradesh Congress Committee chief, Ravi and Maken could follow suit in Kerala and Delhi in the organisational reshuffle of the AICC.

Sources also said that Railways Minister and Trinamool Congress supremo Mamata Banerjee, whose stock has risen after the spectacular show of her party in the recently-held West Bengal civic polls, is pitching for former JD (U) leader and independent MP from Banka in Bihar Digvijay Singh, who was her deputy in the NDA Government when she had held the Railways Ministry for the first time.

Banerjee seems to have developed an excellent rapport with Singh and thinks he would be of great help this time around, too, as she would be busy for the Assembly elections due in 2011. The Congress is likely to give in to her demand, sources added.

An understanding also seems to have been reached between the Congress and Rashtriya Lok Dal (RLD) chief Ajit Singh for the smooth sailing of Satish Sharma from Uttar Pradesh in the Rajya Sabha elections slated for June 17. While RLD would vote for Sharma, as a quid pro quo, Singh would be gifted a berth in the Union Cabinet.

Of the remaining five berths, four new faces are likely to be inducted after relieving the dual charges that Ministers like BK Handique, CP Joshi, Kumari Selja and Salman Khursheed are currently holding, with one berth remaining vacant. While Handique is holding Ministries of Mines and Development of North-eastern Region, CP Joshi is holding Ministries of Rural Development and Panchayati Raj, Selja of Housing and Urban Poverty Alleviation and Tourism and Khursheed of Corporate Affairs and Minority Affairs.

Sources further said though controversial Telecommunications Minister A Raja will not lose his Ministerial berth, the PM will shift him to another Ministry.

"As of now, a change in his portfolio is surely on the cards," sources said.

They, however, added that the PM is also under pressure because of coalition politics. "The Congress leaders, including the PM, are of the strong view that the DMK will return to power in Tamil Nadu next year. Therefore, they want to keep the coalition partner in good humour," they added.
